Unknown gunmen dressed in military clothes, this morning, Friday September 20 stormed an uncompleted building at Legislator’s Quarters in Apo, Abuja killing over 10 people.

FCT Police spokeswoman, DSP Hyelhira Altine Daniel has confirmed the incidence and said that investigation is on going.

The people killed were said to be living in the uncompleted building.
According to eyewitnesses, the owner of a building close to the uncompleted building had warned people who pass the night in the building to desist from it, but they refused. Then the massacre in the early hours of this morning.

A resident in the area said that at about 12:30am he heard gunshot severally throughout the night, causing panic in the area.

Although the number of lives lost in the massacre has not yet been confirmed but many have been feared dead and injured.

Some identity cards of the alleged "soldiers" (gunmen) were said to be found at the scene.

EFCC Press Release: Nigerian jailed in U.S. over $11m fraud (Photos)

A Nigerian, Emmanuel Ehkator who was investigated by the Economic and Financial Crimes Commission, EFCC, for criminal conspiracy to commit mail and wire fraud in the United States of America has been
sentenced by District Court Judge, Middle District of Pennsylvania, Yvette Kane, to a three-year term. He is also ordered to pay $11,092,028 in restitution to his victims.

The conviction of Ehkator, 42, who was arrested in Nigeria by the EFCC in August 2010 and extradited to the United States in August 2011, followed his plea of guilt.
Justice Kane also ordered Ehkator's forfeiture of properties in Canada and the contents of several bank accounts in Nigeria.

While the trial lasted, the prosecutor informed the court that Ehkator was part of an attorney collection scam. Their modus operandi, he said was for the convict to contact U.S. and Canadian law firms by e-mail claiming to be individuals or businesses outside North America who were owed money by entities in the United States and asked for legal representation to collect the money.
The prosecutor further told the court that, "often, the prospective "clients" said the money owed came from a real estate transaction, tort claim, or divorce settlement. Once the law firm agreed to represent the out-of-country client, the law firm would be contacted by the U.S. entity purportedly owing money with an offer to pay the client by cheque. The client would instruct the law firm to deposit the cheque in the law firm's trust account, retain the law firm's fee, and wire the remaining funds to accounts in Asia".

The cheque that was then mailed to the law firm would be a counterfeit cheque, a fact that would be discovered only after funds from the law firm's trust account had been wired to the Asian bank, the prosecution said.

The counterfeit cheques, which appeared to be drawn on legitimate accounts from well-established financial institutions, often included a telephone number for the financial institution. Lawyers attempting to determine the validity of the cheque would call the number only to reach another conspirator who would falsely verify the cheque. The court was also told that Ehkator's involvement in the scheme makes him responsible for losses of more than $7 million and up to $20 million.

Ehkator's co-defendant, Yvette Mathurin, has also been charged for conspiracy and is awaiting extradition from Canada while another co-conspirator, Kingsley Osagie, was arrested as he arrived in the Atlanta area from Nigeria and is currently awaiting trial in the Middle District of Pennsylvania. Other co-conspirators are pending extradition from several foreign countries as investigation continues against other members of the large, multi-national conspiracy.
Aside from the EFCC, other agencies that investigated the crime were the United States Postal Inspection Service, the Federal Bureau of Investigation, the United States Secret Service, the Toronto Police Services and the Royal Canadian Mounted Police. It was prosecuted by Assistant U.S. Attorney Christy H. Fawcett.

BBM To Become Available To Non-Blackberry Users
Users will no longer need to own a Blackberry device to access its BBM messaging service as from this Weekend reports reveals. Blackberry has confirmed BBM will be available as a free download for
Apple and Android devices but not for Windows phones.

The move comes as the Wall Street Journal reports that Blackberry will lay off 40% of its staff before 2014.
Widening the appeal of BBM could be a clever way for the company to reinvent itself, said experts.
"Blackberry is having a tough time, sales are down, it is losing market to Windows phones and it needs to do something to stop the rot. This is as good a move as any," said Chris Green, principal technology analyst at Davies Murphy Group Europe.
"Offering it across other platforms broadens the appeal of BBM," he added.
The messanging will be available for Android devices running Ice Cream Sandwich and Jelly Bean while iPhones running iOS 6 or iOS 7 can also download it.
"With more than a billion Android, iOS and Blackberry smartphones in the market, and no dominant mobile messaging platform this is absolutely the right time to bring BBM to Android and iPhone customers," Andrew Bocking, vice-president for BBM, was quoted as saying.

Fashola kick-starts biometric registration of Lagos residents
Governor Babatunde Raji Fashola of Lagos state has flagged off the state-wide registration of residents, estimated at 21 million. With the flagging off of the exercise and the inauguration of the Lagos
State Residents Registration Agency, LASRRA, the data and biometric details of all residents in Lagos State will be taken.

While inaugurating the registration on Thursday at the Adeyemi Bero Auditorium, Secretariat, Alausa, in Ikeja, Fashola said, no nation could survive without the means of planning for the populace, saying that with the exercise, government would be able to formulate policies that would cater for the residents of the state.
"Any government that seeks the kind of efficiency that we seek, any Government that understands its primary purpose as we do, that we exist for the people and not otherwise; such a Government will pursue data collection and management as a critical infrastructure.

"This is why today is a watershed day. The day when we formally launch the Lagos Residents Registration Programme that will enable us register and collate the data of all persons who are residents of Lagos. This has nothing to do with indigenes of Lagos State or ethnicity. If you are an indigene of Lagos State and you live in Jos, you are not eligible for this exercise. It is the people living here that we have direct responsibility to," he stated.

Fashola added that government came up with the idea of registering residents of Lagos because it discovered many gaps as government did not know the actual number of residents it had to plan for, stressing that the residents registration exercise would be use to fill those gaps.
"For instance, we have data on the number of vehicle owners in the state but not all the residents of Lagos own cars. And we also know the number of the pupils in the public schools but not all of them attend school; all these showed that there is a gap required to be filled.

He said every individual must have a means of identification that showed that he or she resided in the state, adding that data collection and gathering had become the pole standard of any community that took planning seriously, stressing that government was determined to achieve result.

The governor emphasized that while the traditional methods might be useful in gathering such information, it was unarguable that accuracy was questionable as speed would become an issue, saying that "as we have seen in our attempt to try to enumerate people entitled to compensation within our State.
"In an information technology driven age, data collection, processing and management has become the gold standard and the most important currency that any community can seek to acquire.

General Manager, LASRRA, Ms. Olayinka Fashola, stated that the aim of the exercise was to assist government to provide adequate social amenities that would serve the people better, adding that "the exercise will assist government in roads rehabilitation, provision of more schools, power and other social amenities for the use of people.

This would also enable the government to serve the people better."She said that the agency had put together a mobile team that would move round to register the aged people and the handicaps, as it was compulsory for everybody to participate in the exercise.

The Good Governance Initiative (GGI) has determined that Nigerians spend N25 billion on generators annually.

Vanguard reports that this makes Nigeria the country that spends the most on generators. According to the report, GGI's president, Mr. Festus Mbisiogu, has urged Nigerians to put pressure on the Power Holding Company of Nigeria to improve the current supply of power in the country.

“The epileptic power supply has remained a cog in the wheel of the nation's progress and is eating deep into the profits of businesses, particularly of companies that incur huge expenses in powering their businesses.

“The insufficient public power supply has led to the relocation of most multinational companies to other African countries, those who decided to stay back rely on generators, while those that can’t afford such have closed shop," he told Vanguard.
